The Administrator's Guide to Delegation, Accountability & Clinical Safety Under AB 1570

This course provides California Residential Care Facility for the Elderly (RCFE) administrators with a comprehensive, regulation-driven framework for medication delegation, accountability, and clinical safety under AB 1570 and Title 22. Administrators are legally responsible for medication management programs, yet must rely on staff to execute daily tasks. This training bridges the gap between clinical safety requirements and administrative oversight, equipping administrators—regardless of clinical background—to design, implement, and sustain robust medication systems that meet both state and federal standards.
Participants will explore the legal boundaries of delegation, identify non-delegable administrator duties, and master the development of multi-layered accountability structures that function without micromanagement. The course integrates essential clinical safety knowledge, including staff competency assessment, observable indicators of resident change, and geriatric medication considerations, all within the context of administrative leadership. Special emphasis is placed on documentation, audit readiness, incident response, and compliance with Title 22 CCR Sections 87465, 87466, 87211, and related Health & Safety Code provisions. Through real-world scenarios and actionable strategies, administrators will gain the confidence and tools to transform from reactive supervisors to strategic architects of medication safety, ensuring both regulatory compliance and resident-centered care.

Teaching Methods

Teaching methods will include the use of various multimedia learning sections plus end of moduel quizzes. Upon completion of the course, key points and guides are available in a PDF format for students to refer to post-class and use in their business. A certificate of completion will be provided at the end of each course.

Method of Course Evaluation by Participants: 

There will be a required course evaluation form before a certificate is awarded.

For each credit hour, there will be 4 quizzes consisting of 5 questions each pertaining to the testing of knowledge of the module.

Class Records Retention

123ceu.com maintains and ensures that records are available for review by Department representatives. Records shall be maintained for three (3) years from the date of vendorship approval, course approval, or course offering, whichever is applicable and most recent.
