Preventing Elder Abuse in Residential Care

This course equips California Residential Care Facility for the Elderly (RCFE) administrators with the advanced knowledge and practical tools needed to prevent, identify, and respond to elder abuse within their communities. Recognizing that elder abuse is both a devastating personal tragedy and a critical compliance risk, the curriculum goes beyond basic reporting requirements to address the systemic, cultural, and operational factors that can either foster or prevent abuse. Administrators will learn how to build robust prevention programs that include comprehensive staff screening, ongoing training, and the creation of transparent, accountable workplace cultures where abuse is less likely to occur and more likely to be reported. The course emphasizes compliance with California Title 22 CCR §§87213 and 87464, as well as mandatory reporting under Welfare and Institutions Code §15630, ensuring that administrators are fully prepared for regulatory scrutiny and inspection readiness.

Through real-world scenarios, best practice frameworks, and actionable strategies, participants will develop the skills to recognize subtle signs of physical, emotional, financial, and sexual abuse—especially those that often go undetected. The course also covers the complexities of investigating allegations, supporting both residents and staff, and restoring trust after an incident. Designed specifically for California RCFE administrators, this training addresses the unique regulatory environment and high expectations of families and the public, positioning participants as leaders in resident protection and organizational integrity.
