ARF Financial Management — Budgeting, Record Keeping, Funding Sources & Fiscal Accountability

Most ARF administrators never received formal financial training yet fiscal mismanagement is one of the fastest paths to license revocation and facility closure. This 2-hour course delivers practical, Title 22-grounded instruction on the full financial lifecycle of an ARF operation: building and managing a resident-based budget, understanding funding streams (SSI/SSP, Medi-Cal, regional center vendorization, private pay), maintaining legally required fiscal records, and preparing for CDSS and regional center financial audits. You will learn the itemization and protection requirements for resident personal funds, the prohibition on co-mingling, allowable facility charges versus prohibited charges, and the IRS/EDD documentation administrators must maintain. Rate-setting fundamentals including DDS rate reform updates effective 7/1/2024 — are covered with direct application to ARF budget planning. This course is built for the administrator who is both the compliance officer and the business operator in one role. Teaching Methods

Teaching methods will include the use of various multimedia learning sections plus end of moduel quizzes. Upon completion of the course, key points and guides are available in a PDF format for students to refer to post-class and use in their business. A certificate of completion will be provided at the end of each course.

Method of Course Evaluation by Participants: 

There will be a required course evaluation form before a certificate is awarded.

For each credit hour, there will be 4 quizzes consisting of 5 questions each pertaining to the testing of knowledge of the module.

Class Records Retention

123ceu.com maintains and ensures that records are available for review by Department representatives. Records shall be maintained for three (3) years from the date of vendorship approval, course approval, or course offering, whichever is applicable and most recent.
