Discharge Without Disaster: Legally Ending Bad Placements for RCFE Administrators
This two-hour CEU course equips Residential Care Facility for the Elderly (RCFE) administrators with the essential legal, ethical, and practical tools needed to manage resident discharges in compliance with federal and California state regulations. Administrators frequently encounter challenging situations where a resident’s continued placement is no longer viable—whether due to non-payment, behaviors beyond facility capacity, or threats to the safety and well-being of others. Navigating these scenarios requires a deep understanding of lawful discharge procedures, the distinction between legal discharge and illegal eviction, and the ability to communicate effectively with residents, families, and regulatory bodies.
Participants will gain a comprehensive understanding of Title 22 CCR §87465 and Health & Safety Code §1569.680, including the 30-day written notice requirement and its exceptions. The course also addresses the emotional intelligence and crisis communication skills necessary to handle family confrontations, mitigate lawsuit threats, and maintain dignity and respect for all parties involved. Through real-world scenarios and best practices, administrators will learn to conduct retention assessments, coordinate safe and compliant relocations, and protect resident rights throughout the discharge process. This training is designed for RCFE administrators, but is also relevant for leaders and staff in other residential care environments seeking to ensure regulatory compliance, minimize legal risk, and uphold the highest standards of resident care.

Teaching Methods
Teaching methods will include the use of various multimedia learning sections plus end of moduel quizzes. Upon completion of the course, key points and guides are available in a PDF format for students to refer to post-class and use in their business. A certificate of completion will be provided at the end of each course.

There will be a required course evaluation form before a certificate is awarded.

For each credit hour, there will be 4 quizzes consisting of 5 questions each pertaining to the testing of knowledge of the module.

Class Records Retention
